Brookhaven, GA, January 4, 2016 – by Trey Benton – The Atlanta Journal-Constitution reports Oglethorpe University President and Brookhaven resident, Dr. Lawrence M. Schall, is one of six newly chosen members of the DeKalb County Ethics Board. By virtue of DeKalb voters overwhelmingly approving a measure in November to change how County Ethics Board members are selected, Dr. Schall was chosen by the six major colleges and universities in DeKalb.
The “Ethics Reform Bill”, House Bill 597, provides that instead of Ethics Board Members being selected by County Commissioners and the CEO, they would be selected by DeKalb County Chamber of Commerce, Leadership DeKalb, the DeKalb Delegation of the Georgia Legislature, the Chief Judge of the DeKalb Superior Court, the DeKalb Probate Court, the DeKalb Bar Association, and one member shall be appointed by the six major universities and colleges located within DeKalb County – Agnes Scott College, Columbia Theological Seminary, Emory University, Georgia State University, Mercer University, and Oglethorpe University.
Of the 45,000 votes cast on the measure, the “DeKalb Ethics Board Reform Bill” passed with 92% of voters giving it an affirmative “thumbs up.”
The powers the Ethics Board members have was also changed as a result of the Reform Bill’s passage. The DeKalb Ethics Board will no longer be able to suspend or remove an Elected Official from Office. But, the Bill did give members the power to impose fines up to $1,000 per violation and refer cases for prosecution to the DeKalb Solicitor.
According to the AJC report, six of the new seven member Ethics Board have been selected – the last to be chosen by a majority vote of DeKalb’s delegation which plans to meet Jan. 14.
In addition to Dr. Schall, new members of the board include:
- Attorney Scott Bonder, appointed by the DeKalb Bar Association
- Attorney Daniel DeWoskin, appointed by Leadership DeKalb
- Attorney Brian Deutsch, appointed by DeKalb Probate Court Judge Jeryl Rosh
- Greg Russell, Senior VP, Private Bank of Decatur, appointed by the DeKalb Chamber of Commerce
- Attorney Robert Tatum, appointed by DeKalb Superior Court Chief Judge Tangela Barrie
