Three of the four applications were approved unanimously, while the application for rezoning two single family parcels in the proposed annexation area, 1705 & 1721 Woodcliff Drive, to R-A8 to allow for a proposed redevelopment into 9 townhomes, was not unanimous. The zoning necessary to accommodate the development was a point of discussion given that the application has never been through a full cycle in the City of Brookhaven, only DeKalb County.
After considerable deliberation and questions for developer Dan Cotter of Minerva USA, LLC., Commissioners ended up voting 4-1 to recommend Council approval of the rezoning, but, underscored a full packet showing the due diligence, community outreach and requirements documents be submitted to Council for their review. Commissioner Shannon Cameron was the one vote in opposition to an approval recommendation because of a lack of complete information.
In October, the City of Brookhaven received and is currently processing an annexation application for residential properties located east of I-85. The properties are on the north side of North Druid Hills Rd., bordered on the east by Briarcliff Rd. and properties along Tullie Circle to the west that are part of the Children’s Healthcare of Atlanta complex.
As with any annexation, when new properties are added to the City they must be rezoned to a zoning classification officially recognized in Brookhaven’s municipal code designations.
The Woodcliff area annexation request is utilizing the 60% method, whereby a minimum of 60% of the electors comprised of property owners and stakeholders, agree to join the City of Brookhaven. Councilmembers did an initial review of the application during their Wednesday, November 9th Work Session, and noted they were approached by the Woodcliff area – nothing that the City initiated.
The City Council will meet on December 13th for a regularly scheduled meeting, the last of the year, to consider these annexation and rezoning applications.
